Here's what I did. I'm splitting the 17 players into two brackets with nine (Bracket A) and eight (Bracket B) players. Players from the US and Canada is in the first bracket. Everyone else is in the second. Sorry for those in Argentina as you probably fit better timezone-wise with the people from North America. I wanted to keep the brackets about the same size so I put you with the Europeans.
To choose the excluded cards for each bracket I constructed a histogram like before only for just the people in the brackets. I wanted twelve cards to be excluded so I took the top three cards from the histogram for Bracket A. I then went through the nine players' lists and took one more card that wasn't already chosen. Similarly, for Bracket B I took the top four from its histogram and then took one more card from each of the eight players' lists.
Doing it this way ensures that both that the most popular cards are excluded and that at least one card from every player's list is excluded.
I'm changing the format slightly. Each player will play two opponents in each round. Two games against each opponent. Each player goes first once. First player should be decided ahead of time and you can change decks as you see fit at any time.
After the first round, three players from Bracket A and two players from Bracket B will be eliminated. After the second round, three players from both brackets will be eliminated. At that point the remaining six players will be merged and play two more rounds. Three will be eliminated after the first and the final round will determine first, second and third place.

Calaxo informed me that he is from the UK and not the US (I thought his location of "Ny" meant New York). I have moved him to Bracket B.
As a result some of the pairings have changed. Please check back with the first post to see if your opponents have changed!
I am not changing the exclusion lists since that's a pain in the ass to redo.
I moved the brackets and exclusion lists to the first post in the thread. Please refer back to that for current tournament standings.

There seems to be some debate over tournament games counting for ELO scores. I have set the "k" value for this tournament to be zero. Meaning that matches played here will not count towards your ELO score when you enter them in the system.

What happens after the first round and in the elimination stage? Will the exclusion list be recalculated at some point?

It is recalculated when the two brackets merge after round 2.

are you talking about which opponent(s) to play?
